Flights to Canberra are plentiful and frequent. Both Qantas and Virgin Blue fly there about once an hour.

It will take about two hours to clear customs and take the shuttle over to the domestic terminal. The LAX flights usually fly overnight and land just after the curfew lifts at 0600. Along with every other long-haul flight, so the immigration hall fills up quick. I'd want to budget three hours from getting off one plane and boarding the next, to be on the safe side, though if their tickets are flexible enough they could go for less time and catch a later flight if unlucky. Certainly not less than an hour. That goes for Melbourne flights as well, which also leave from the domestic terminal. Sydney-Melbourne is the busiest and most competitive route in the country.
