1) They stopped giving tours of the White House after Sept. 11, 2001, so the best you can do is walk by and see it from the distance. The Washington Monument is currently closed while the build a new underground visitor's center and beef up the security.
2) The Smithsonian Institute now encompasses something like fourteen different museums, including the Air & Space Museum, the American History Museum, the Natural History Museum, the American Indian Museum (newly opened), the Udvar-Hazy Center (the annex to the Air & Space Museum located on the grounds of Dulles Int'l Airport, 30 miles out of the city), and a bunch of art museums.
In addition to the Smithsonian Museums, I highly recommend the National Holocaust Memorial Museum and the International Spy Museum.
